Was Fiji's victory over Wales the best Rugby World Cup game ever?

I think the France vs All Blacks game of 1999 edges it, but it was still a fascinating game of rugby. The Fijians had been so poor before the Wales game that i didnt think they had a chance, but there physicality in contact will even cause the Boks problems.
