A blistering first-half display from the Newport Gwent Dragons gave them their first Magners League victory of the new season.
The Dragons led 23-3 at the break thanks to tries from prop Rhys Thomas and wing Gareth Wyatt.
The Scarlets did come back into it with two tries of their own after the break.
But scrum-half Andy Williams, who was making his Dragons debut, scored late on to secure the victory for Paul Turner's side.
