Firstly, scholarships will only be given to players who are exceptionally skilled or who have physical attributse which would suggest they could be moulded into an outstanding player.
In terms of scholarships at schools in South Africa, I don't know much at all, but for Australia I do. Many private/independant/sports schools in Australia (particularly in the Eastern States of NSW and QLD) give several scholarships a year (each school that is). Not only do they come from Australia, but I have known of many from other countries, particularly Fiji, Samoa and Tonga.
I can provide you with contacts to several headcoaches and talent scouts here if you could provide me with his attributes...Height, weight, 20m sprint, 40m sprint, 100m sprint, vertical jump, beep test, and whatever else you would consider important. Also, what is his playing experience?
When is his birthday? I know you said he is 16, but if he is turning 17 very soon, perhaps he is too old to start a scholarship, as most schools will only consider giving out scholarships for a minimum of 2 years.
Also, consider this. Many people forget about high school scholarships if its too late, and wait until they have finished school and then travel to a major club and start off in that club's feeder teams in the hope of climbing the rankings for an eventual start in the major european team.

The Southern Hemisphere is a very hard nut to crack...there are many more opportunities in Europe unfortunately.
